Effluent Management Regulations
FENC established the Water Pollution Management Regulations, which has gone into effect after the Board approval. According to the regulations, the heads of the responsible units are tasked with establishing response strategies, action plans, management indicators and targets and overseeing progress tracking and management. Implementation progress is periodically reported to senior executives and the Board. In the event of violations against effluent quality regulations related to the operational status of water pollution treatment equipment, anomalies and improvement plans at production sites, while implementing remedial and improvement measures prescribed by the authorities, FENC also reinforces preventive management, including the enhancement of training.

In the event of wastewater pollution or abnormal discharge, emergency management protocols are activated to contain the pollution source and prevent the escalation of impacts. Each incident is investigated methodically to identify the root cause, the scope of impact and responsibilities. The findings then dictate the formulation and implementation of specific corrective and preventive measures, such as optimizing operational procedures, increasing monitoring frequency, upgrading equipment and reinforcing personnel training, to keep similar incidents from reoccurring.
FENC has a comprehensive set of guidelines and operating procedures established to address effluent discharge. The Company conducts pollutant treatment with regular self-evaluation and testing that target an array of pollutants. Among them, those regulated by the local government are prioritized for treatment to keep the water quality in line with regulatory standards. Permits are obtained from the government authority prior to discharging the effluent into water bodies as stipulated by law, and the recycled effluent is for internal use only.
Since February 1, 2023, water users in Taiwan with over 9,000 KL in monthly consumption have been imposed a water conservation charge during the dry season. After the requirement went into effect, FENC paid a yearly charge that amounted to approximately 0.1% of the total revenues generated by its production sites in Taiwan, which does not constitute a material financial impact. FENC will minimize its water conservation charge by continuing to implement water conservation measures, utilizing reclaimed water and increasing the water recycling rate.

In 2025, total effluent discharge decreased by 8% compared with 2024. However, an uptick of 3% is observed in effluent discharge per unit of production compared with the previous year, which is the result of structural adjustments in production capacity and changes in management conditions for cooling water and dyeing and finishing processes. FENC has optimized water management while installing and expanding effluent recycling and reuse systems to boost the water efficiency per unit of production. These measures aim to continue reducing the water footprint to help FENC implement water recycling and management with higher efficiency.
